    Chairman Manchin moves to amend the bill by amending the enacting section to read as follows:

    “That the Code of West Virginia, 1931, as amended, be amended by adding thereto a new article, designated §19-20D-1, §19-20D-2, and §19-20D-3, all to read as follows” followed by a colon;

    And,

    On page two, at the designation of the article, by striking out the words “FELICITY’S LAW” and inserting in lieu thereof the words “PRIVATE CAUSE OF ACTION FOR THE HUMANE DESTRUCTION OF A DOG”;

    And,

    On page two, section one, by striking out section one in its entirety and re-designating the remaining sections;

    And,

    On page three, section three, line twenty-seven, by striking out the word “article” and inserting in lieu thereof the word “section”.
